２０１５年春の北陸新幹線開業により、ＪＲ信越本線（長野～直江津間）とＪＲ北陸本線（直江津～金沢間）が、
ＪＲの経営から分離され、長野、新潟、富山、石川の各県ごとに設立された第三セクター会社に、経営が引き継がれます。
１２月６日に、しなの鉄道（長野県）・えちごトキめき鉄道（新潟県）・あいの風とやま鉄道（富山県）・ＩＲいしかわ鉄道（石川県）が、
国土交通省北陸信越運輸局を訪れ、合同で鉄道事業の許可申請をおこないました。

・申請書を出した感想は？
本日の申請は北しなの線を運営することの第一歩であり、引き続き、着実に開業に向けた準備を進めていくとともに、愛される鉄道を目指して取り組みたい。
・乗客確保、赤字対策はどのように考えているのか？
地域の足として利便性の維持向上、沿線の素晴らしい資源、文化を活かし、観光路線としてとしての取り組みも目指したい。
・４社での連携などは考えているのか？
直接的な打合せはしていないが、お客様のニーズ、連携によって地域活性化するかどうかなど総合的な観点から協議していきたい。

えちごトキめき鉄道
・申請書を出した感想は？
並行在来線の運行に向けての第一歩を踏み出し、１つの区切りの日を迎えたという感じ。これから開業まで１年数ヶ月。今後課題もたくさんあるので、その課題の解決に向けて進めていきたい。
・乗客確保、赤字対策はどのように考えているのか？
その需要予測は30年後には3割強の減少と見込んでいる。これを食い止めることが並行在来線の存続に向けての課題である。そういう意味で、運賃を5年間据え置くという、かなりリスクのある計画を作っているが、これもなんとしてでも乗客を増やしていきたいということからである。まずは頑張っていきたい。ためには、地域の方のご理解とご支援、さらに沿線内外の観光客をいかに増やしていくかということが課題である。
４社での連携などは考えているのか？
本日４社が合同で許可申請したが、このようなことは滅多にないこと。今後、４社と連携して、いままでにない成果を目指してまいりたい。

あいの風とやま鉄道
・申請書を出した感想は？
本日提出し身の引き締まる思い。これから本当に県民の利便性向のために、一層緻密に計画を立てていかなければならないなという思いが強い。
・乗客確保、赤字対策はどのように考えているのか？
具体的なものはなかなか難しいと思うが、とにかく、住民の皆さんの利便性の向上、（例えば、）運賃とかダイヤなど、いろんなところからきめの細かいサービスをしていく必要がある。また、本県は車社会であるので車からのシフト、県外からの誘客の誘引を図ることの対策をとっていきたいと思っている。
４社での連携などは考えているのか？
鉄路は１本であるので、広域観光ということもあろうし、いろんな企画列車も含めて緊密な連携が必要だろうと思っている。

ＩＲいしかわ鉄道
・申請書を出した感想は？
会社設立以来の大きな課題の一つとして鉄道事業者としての許可を得ることがあった。そういう意味では、本日、申請に至ったということは一つのステージに上がったもの。今後とも気を引き締めながら、一つ一つステップをあがっていきたい。
・乗客確保、赤字対策はどのように考えているのか？
県が主体となって県内全域の市町、関係機関でもって利用促進協議会を設立してもらった。その中で、県民の皆さんにマイレール意識を醸成してもらうということで取り組んでもらっている。今後、県とも連携し、また、先輩の鉄道会社も参考にし、いろんな方々のアイディアもいただきながら、ご利用いただくということを増やしていくことにこれから努めていきたい。
・４社での連携などは考えているのか？
今日の申請で、各社で足並みを揃えられたという意味が大きい。単に隣接する会社だかでなく４社とともに連携を深めながら、また、協力をしあうことで努めていきたい。

鉄道事業の許可ついては、あいの風とやま鉄道は、希望として年度内に許可が出ればとの事でした。

You do not have a direct meeting , but I would like to continue to discuss in terms of the overall needs of our customers , such as whether the region activated by cooperation .

Feel taken the first step towards parallel operation of conventional lines , that celebrated the day of the one delimiter . Several months to a year from now opening . Because there are a lot of challenges the future , I want to proceed to find a solution of the problem .
• How are you thinking passengers secure , deficit measures ?
The demand forecast is expected a decrease of over 30% 30 years later . Able to stave off this is an issue towards the survival of parallel conventional lines .
